Abstract
"That Indian Americans are the most deprived minority in the United States is undisputable. They are undernourished, undereducated, and underemployed; their health, housing, and community services are the worst in the country. These deplorable conditions are largely the result of mistreatment by the dominant society, and to the extent that a nation bears the guilt of its ancestors, this country has a moral obligation to help Indians solve their problems. . . . The issue is no longer whether the government should increase its efforts to solve Indian problems, but how it should design and administer its growing assistance."--Back cover.
