"This paper offers for discussion an overview of the issues which the federal government believes must be addressed in new aboriginal justice policies and programs; a proposed statement of objectives and principles to guide federal participation in joint efforts to improve aboriginal justice; and a range of options for action to meet the objectives, consistent with the principles proposed.
