"Report of the Special Committee on Indian Self-Government, also referred to as the Penner Report after its chair, Keith Penner. This Committee was charged with examining the relationship between Canada and Aboriginal people. Inuit were not among the witnesses. Although some Metis were included as witnesses as part of delegations from Native Council of Canada, the Committee did not have a mandate to report on issues of concern to the Metis. The report includes: three areas of critical concern (education, child welfare, and health care); structures and powers of Indian First Nation Governments; economic foundations of self-government; and fiscal arrangements, lands and resources, and the trust relationship."--WorldCat.org.
