Abstract
"With the granting of statehood in 1958, Alaska gained title to a vast empire - some 104 million acres of land from the public domain. In the selection, management, and disposal of these lands, the Alaskan government is offered an unparalleled opportunity to conceive and carry out an imaginative land policy, and to show this nation new paths in land and resource policy. What have been the achievements of the years since statehood? On what principles has the Alaskan government acted? What are the hopes - or the warnings - for the future? Richard Cooley sets out to answer these and many other questions in this pioneering study of Alaskan land policy.

The state has begun well. Its constitution draws on modern principles of land management and conservation to establish a sound natural resources article and an effective governing authority. Despite financial difficulties, jurisdictional disputes, and differences of opinion regarding the development of the state's unique natural heritage, much has been achieved; but much remains to be done and the full extent and quality of Alaska's natural resources needs thorough investigation. With more coordinated and cooperative planning among the many state and federal departments involved, Dr. Cooley believes multiple use of the land resources of Alaska can be achieved to meet the growing and frequently conflicting demands of the people of the region and the nation as a whole.

Richard A. Cooley, a resource economist, has pursued research in Alaska for the Conservation Foundation for several years. His study of Alaska's land policy is effectively illustrated with maps of the land and its resources, and presents an invaluable statistical appendix detailing the extent and nature of the government's activity.
