Abstract

"Both the interim and final reports of the Le Dain Commission stressed the need for repeated surveys to assess the rapid changes in patterns of drug use. Continual monitoring of the patterns of non-medical use of drugs is a basic prerequisite to the development of appropriate preventative and treatment programs. Accepting the proposition, this is a report of the first in a continuing series of surveys." -- page 2.
